In late June, a citizen heard two Guatemalan men talking about carrying out a mass shooting at a Fourth of July firework display in Richmond’s Byrd Park. They called the Richmond Police Department, which launched an investigation along with the FBI and Department of Homeland Security (DHS). Julio Alvarado-Dubon (52) was quickly identified as a suspect and arrested on July 1. The same day, cops put surveillance on 38-year-old Rolman Alberto Balcarcel; he was arrested on July 5.
When police arrested Alvarado-Dubon, they also seized 2 AR-15-style rifles, a handgun, and 232 rounds of ammunition, which had been stashed in the house the men shared. Now, they’re being held on charges of being non-US citizens in possession of firearms. Court documents say both men are in the US illegally; Alvarado-Dubon has an expired visa.
Talking to journalists on July 5, Richmond Mayor Levar Stoney (D) praised cops and the citizen who gave the initial tipoff. He also criticized judges who give dangerous criminals lenient sentences, and the availability of guns to people who shouldn’t have been able to buy them. Of course, the two suspects shouldn’t have been in the US anyway — and only an observant citizen prevented these illegals from perpetrating a massacre.
